The Office of the United Nations High Commissioner for Refugees (UNHCR) was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country. It also has a mandate to help stateless people.
In delivering its mandate, UNHCR also collaborates with more than 900 governmental, non-governmental, UN agencies and other partners, and this partnership is solid and expanding.
While host Governments have the primary responsibility for assuring protection and provision of basic services to refugees and asylum-seekers, UNHCR supports the Governments in discharging this responsibility in line with international protection standards.
UNHCR is physically present in Malawi and supports the Government of Malawi in provision of assistance to refugees and asylum seekers also known as People of Concern (PoCs) through close collaboration with the UN-system in Malawi and through partnership(s) with international / local organization(s) based in Malawi.
The purpose of this Call for Expression of Interest (02/EOI/MWI/2021- Malawi) is to invite parties (organizations, NGOs, associations) to express their interest in implementing UNHCR’s Shelter Programme for refugees and asylum seekers in Malawi starting 2022.
Shelter and infrastructure Established, Improved and Maintained
The partner to be selected through this CEoI is expected to manage the daily operational programme activities in relation to shelter and infrastructure under UNHCR overall guidance.
Organizations that have unique and complementary attributes to UNHCR’s capacities and resources for undertaking the shelter Programme are invited to respond to this CEoI (Ref. No: 02/EOI/MWI/2021- Malawi) by submitting a Concept Note latest by Tuesday, 24th August 2021. Upon receipt of the Concept Notes, a UNHCR multi-functional Committee will review these in accordance with the pre-defined criteria. The applicant organizations will receive written notification of the outcome of the assessment by Tuesday 28th September 2021. Instructions for any follow-up that might be required by the applicants will be provided in this response.
Please complete the Concept Note template for responding to this CEoI. Completed Concept Note(s) must be clear and concise, not exceeding 3 pages. Applicants are requested to submit the Concept Note(s) electronically via the UN partner portal only, indicating as subject title: 01/EOI/MWI/2021: Title of project, Malawi - name of your organization. Complete set of documents should be submitted latest by 24th August 2021.

To avoid last minute technical hitches, applicants are advised to start the registration process much earlier. Any queries should be sent via the portal by CoB 19th July 2021, and will also be responded to publicly via the portal by CoB 30th of July 2021.
