II. ORGANIZATIONAL CONTEXT AND SCOPE
Background
Climate change and environmental degradation continue to be drivers of contemporary migration patterns worldwide and are significantly impacting migration in Sub-Saharan Africa. This project focuses on Malawi but will work within the context of the full Sub-Saharan region. Malawi was affected by Cyclone Idai in March-April 2019. The Government of Malawi (GoM) recognizes the importance of planning long term development and adaptation to climate change and environmental pressures, and to create conditions for migration to be a choice, not a necessity. Unfortunately, however, the GoM lacks the resources and technical capacities to carry out research, ensure evidence-based policy coherence and engage/coordinate with the relevant international actors who support the sustainable implementation of policy decisions. IOM continues to anticipate and respond to the requests for support from its Member States.
It is within this context that IOM aims to contribute to strengthening migration management in the context of climate change and natural hazards in Malawi in line with international migration law and standards. To contribute towards the overall objective, the project will achieve the following outcome: Sectoral actors, policy makers and key actors in Malawi utilize gender sensitive MECC evidence in local planning, programming, or decision-making to address environment/climate challenges.
The project aims to ensure that the Government of Malawi and other relevant stakeholders have better access to i) gender-sensitive data specific to MECC and information about climate affected sectors/areas in Malawi; and ii) MECC related tools such as MECC indicators, toolkits and actions plans. It also aims to strengthen the skills and knowledge of relevant Government stakeholders on MECC topics, to better ensure that the MECC nexus is prioritized within national programmes and interventions. By ensuring that MECC nexus is prioritized within the national programmes and interventions, the project seeks to enhance evidence-based policymaking and implementation, eventually leading to improved policy coherence and the better management of migration in the context of environmental degradation and adverse effects of climate change.
Under the overall supervision of the Chief of Mission for Malawi, the successful candidate will be responsible and accountable for providing coordination to facilitate the implementation and monitoring of the Migration Environment and Climate Change (MECC) Programme.
III. RESPONSIBILITIES AND ACCOUNTABILITIES
- Provide oversight and guidance on project implementation of all IOM activities on MECC in Malawi;
- Provide guidance, technical information, and facilitate information sharing for the implementation of the MECC Programme in coordination with relevant stakeholders, the MECC Regional Focal Person for Southern Africa;
- Work with the IOM Regional Office (RO) Pretoria to identify potential funding opportunities for MECC and develop concept notes and proposals in line with donor priorities and in close coordination with government authorities, international and regional institutions, and partner organizations in the public/private sector;
- Actively develop strong working relationships with key external stakeholders such as Government, UN, INGO and national civil society. Raise awareness and capacity on MECC by creating opportunities facilitate MECC discussions and workshops;
- Regular monitoring of project budgets, ensuring that expenditure is in line with timeframes and allocated funds and plans;
- Coordinate the drafting of regular project progress reports, including ad hoc, interim and end of project reports in a timely manner in accordance with IOM procedures and donor requirements;
- Participate in meetings and related forums in coordination with the supervisor as well as other team members and undertake duty travel as required;
- Perform such other duties as may be assigned.
IV. REQUIRED QUALIFICATIONS AND EXPERIENCE
EDUCATION
- Master’s degree in Environmental studies and related areas such as environmental conservation, climate change and sustainable development; or
- University degree in the above fields with two years of relevant professional experience.
EXPERIENCE
- Experience in project development, implementation and monitoring, and/or programme management;
- Experience liaison with donors and government counterparts;
- Knowledge of Migration, Environment and Climate Change (MECC) would be an advantage
- Experience providing support to national efforts in training/capacity building;
- Work experience with international organizations, non-government institutions/organizations in a multi-cultural setting and/or humanitarian emergency experience would be an advantage.
V. Languages
Required: Fluency in English is required.

Internals of the Organization and NMS candidates, as well as external female candidates, will be considered as first-tier candidates. This vacancy is also open to second-tier candidates.
The appointment is subject to funding confirmation.
Appointment will be subject to certification that the candidate is medically fit for appointment, is a citizen of Malawi or a holder of permanent residence permit for Malawi.
