Nature of the Consultancy:

Objective:

Under the direct supervision of the Migrant Protection and Assistance and Migration Health Programme Managers, and in close coordination with the Head of Operations the successful candidate will be responsible for the design, coordination, implementation and monitoring of Integrated Border Management (IBM) activities, in particular in relation to the COVID-19 preparedness and response programme of IOM Mozambique.

S/he will work as a technical lead in designing and implementing IOM’s IBM support to the Government of Mozambique.

IOM Projects to benefit from the consultancy:

Strengthening of interventions at points of entry (PoE) and integrated/coordinated border management approaches in response to Covid-19 in Mozambique

Tasks to be performed under this contract:

TECHNICAL

Submit an inception report: The consultant is expected to submit to IOM an inception report which will detail the consultant’s understanding of the assignment and the approach to carry out the assignment, and also include a detailed breakdown of assignment and related timelines.
Undertaking of national level assessments in Mozambique and Malawi
Conduct a desk review on Mozambique’s national law, policy and operational practices and other information related to immigration and border management, particularly from the human mobility and public health perspective, with the aim of developing recommendations to inform legal, policy and operational instruments in line with the existing continental and regional guidance on .
Develop, revise and utilize cross-border coordination SOP and other operational guidance for use at BCP/POE (Conduct a Rapid Assessment on Best Practices and Challenges in Regard to Cross-Border Access to Health Services, including mapping of Cross-Border Health Services, and key informant interviews)
Support the design and implementation of Rapid Border and Migration Management Assessments which includes assessing policy implementation at target Points of Entry between Malawi and Mozambique (linked to Task 2).
Develop national level blueprints for both countries to integrate human mobility and public health considerations (particularly the International Health Regulations (IHR)) into national integrated/coordinated border management mechanisms.
Oversee the pilot implementation of national level blueprints at target Points of Entry (linked to Task 5) and develop a lessons learned report.
Undertake consultations with a full range of stakeholders, mindful of a need for a gender balance Support the development and dissemination of PoE-specific Standard Operating Procedure (SOPs) on IBM and IHR (international health regulations),
Support migration health programming for the development of SOPs on detection, notification, management and referral of ill travellers at three ground crossings, including technical support to provincial level PoE working groups in Tete, Manica and Maputo provinces, support stakeholder mapping for trainings, consultation meetings with key health and border management actors in Mozambique (Ministry of Health, Immigration and Customs, etc), and technical assistance for the development and validation processes
Support the development of job aids, checklists, training materials, including materials for training of trainers, related to the above SOPs for front-line border officials (materials for health and non-health actors);
In coordination with the Migration Health Unit, support the delivery of trainings for relevant Government service providers (Immigration, Border Police, Customs, Health, Social Services…etc) on validated SOPs and tools, in addition to other capacity building efforts
Support the national level PoE working group to assess needs and gaps, and assist in the revision of the working group terms of reference and work plan;
Provide technical assistance for the review of existing public health emergency preparedness and response plans for PoEs, such as for Maputo airport;
Ensure close coordination with key partners and stakeholders (Ministry of Health, Migration, Ministry of Interior, UN sister agencies, among others) through active participation in coordination platforms and working groups
Perform such other duties as may be required and promote gender equality and to ensure gender is considered and incorporated as a cross-cutting issue throughout the assignment.

Tangible and Measurable Output of the work assignment:

1 report of the assessment undertaken at POE/BCP 1 Blueprint document developed at national level for each country Development and dissemination of PoE-specific Standard Operating Procedure (SOPs) on IBM and IHR (international health regulations) ,
Final mission report

Delivery dates and details as to how the work must be delivered:

Monthly activity reports
Minutes/write up of external meetings attended
Work aids/Standard Operating Procedures for Points of Entry developed
Final mission report within 2 weeks after the end of the assignment

Performance indicators for evaluation of final output:

Satisfactory completion of the tasks indicated in point III;
Quality of the weekly and final reports
Timely delivery outputs listed in point V and the final draft;
Delivery of any other tasks indicated above.

Remuneration and terms of payment:

The Consultant will receive an all-inclusive which shall be paid to the bank account indicated by the Consultant upon PM’s approval of the output as specified above and upon submission of the final report.

The all-inclusive consultancy fee covers consultation fee, communication cost and accommodation cost. IOM will provide economy airfare ticket upon appointment and upon end of consultancy.

Required Qualifications and Experience

Education

Master’s degree in in international relations, political sciences, social sciences, public health or relevant field from an accredited academic institution with at least two years relevant professional experience, or
Bachelor’s degree in above field with at least 4 (four) years of relevant professional experience.

Experience

Proven experience in the area of Immigration and Border Management with a specific focus on the concept of Integrated/Coordinated Border Management
Knowledge of International Health Regulations (2005) framework and tools is an advantage
Proven experience and capacity to transfer knowledge and facilitate trainings and capacity building activities
2 years of experience in assisting in organization of training events is desirable

Languages

Fluency in English is required. Fluency in either Portuguese (preferred) or a Latin language (Spanish, Italian) is required. Portuguese skills highly desirable.
